Are All Parliamentary Authorities The Same?
Motion - Lay on the Table

Let's compare The Standard Code of Parliamentary Procedure, 4th edition (TSC) pp. 68-71 and Robert's Rules of Order Newly Revised, 10th edition (RONR) pp. 201-207.

RONR Lay on the Table cannot be used to Kill the main motion, majority vote required, and consideration can be resumed at the same meeting or before the adjournment of the next meeting if it is held within a quarterly time interval through the motion Take from the Table.

RONR p. 202 "...Lay on the table is out of order if the evident intent is to kill or avoid dealing with a measure."

TSC The motion can be used to Kill the main motion by a two-thirds vote, if not used to kill, majority vote, and consideration can be resumed only at the same meeting or convention.

TSC p. 70 "To prevent misuse of the motion, a two-thirds vote is required when the motion to table is used to prevent discussion of a motion."
